 The following are effects of Devonshire white paper The Devonshire White Paper of 1923 was a British policy document that guided colonial administration in Kenya. It emphasized that African interests were more important than those of settlers, although Europeans continued to enjoy some privileges. The paper had several political and social effects in Kenya. • The White Paper confirmed European settlement in the Kenya Highlands, which remained mainly reserved for Europeans. Example: Areas such as the White Highlands were dominated by European farmers growing cash crops like coffee and wheat. • Asians were allowed representation in the Legislative Council (LEGCO). THE FOLLOWING WERE THE TERMS OF DEVONSHIRE WHITE PAPER: The terms of the Devonshire white paper were to raise solutions to the racial conflicts in Kenya.  It was declared that Kenya was primarily an African territory and as such, the interests of Africans were to be important.  Kenyan highlands were to be reserved for only the whites’ settlement.  The document declared policies of racial discrimination in residential areas null and void.  The Asians were to move freely into Kenya.  The Asians were to elect five members to the Legislative council.
